The engagement of George W. Bush

Now we have dueling video, participant accounts, and
transcripts "documenting" just how engaged Bush was in Katrina emergency preparations.

So now we know.

Was Bush physically present during the briefings? Yes.
Was he awake? Yes.
Was he sober or otherwise not under the influence? Yes Apparently

Okay, so Bush was conscious. But does that mean the guy was actively "engaged"?

I guess it all depends upon what you expect your president to do in a situation like Katrina — like maybe cut short his vacation, return to Washington, and actually stay on top of things.

If you don't expect your president to do that, then Bush satisfied the rules of engagement.
