Well, let's check out the degree of Bush's fluency in Spanish according to Bob Woodward.
From page 178:
"I'm with you," the prime minister [Blair] replied, looking Bush back in the eye, pledging flat out to commit British military force if necessary, the critical promise Bush had been seeking….***
After the meeting, Bush walked into the conference room where Alastair Campbell … and several other Blair aides were waiting.
"Your man has got cojones," the president said, using the colloquial Spanish for balls.
The president recalled, "And of course these Brits don't know what cojones are." He said he would call the Camp David session with Blair "the cojones meeting."
From page 241:
Turning to the Middle Est, Bush said it was important to move forward on the peace process. "Chirac says that Sharon is pulling the blinds over my eyes." The president then said, "Toro!" He sometimes called Sharon "the bull."***
From page 338:
From Bush's perspective, Blair was the guy who had stuck his neck out, who had the "cojones" to be strong and steady."***
Bush utters another Spanish phrase, but this one didn't make the indexing cut. From pages 278 and 279, this is Bush visiting wounded soldiers at Walter Reed Army Medical Center:
Next it was the room of a Hispanic sergeant whose face was severely scarred and deformed, including his lips. He had been injured dismantling a weapon.
Cómo está," Bush said in Spanish. How are you?
