Any Bill James-like presidential statisticians out there?

Is it now safe to enshrine George W. Bush into the Presidential Nutzoid Hall of Fame? (And let's waive the 5-year waiting period post-retirement.) Can anybody think of any other modern president whose behavior has triggered so many well-founded concerns about the man’s cognitive dissonance, disconnect from reality, sociopathic lying, and delusional status?

Slate’s Fred Kaplan gives us the diagnostic box score in “Bush’s Appalling Iraq Speech,” which demonstrates that “[e]very premise, every proposal, nearly every substantive point was sheer fiction. The only question is whether [Bush] was being deceptive or delusional.”
